I got the key but when i went to the panic room it didn't let me unlock it. It doesn't show any button prompt (its almost as if i don't have the key). One damn location i missed. But some of them are located inside panic rooms that require a key. The panic room will open up behind you. Search the indicated location to find the corresponding locker or safe room key.
